Last March 13, the majority of the National Directorate (DN) of the PSOL voted a resolution on the Political Situation and another on the Call to the National Congress for September 25 and 26 of this year. In a close vote with 37 votes in favor and 26 against, the majority in the leadership of the party confirms its political line linked to the project of class conciliation and a method of operation that distances itself from the rank and file.
In response to this vote, more than 20 internal currents such as all those that integrate the Radical Left Bloc, MES, Commune, APS, Brazilian Revolution, Nova Praxis, among others with important national extension, representation in the national, state and municipal leadership bodies, and also a strong parliamentary presence, we disseminated the manifesto “For a democratic PSOL Congress, with broad vaccination and adequate sanitary conditions!” A few hours after its launching, the manifesto has been collecting hundreds of signatures and we are sure that it will grow in the heat of the debate that opens from one end of the country to the other, because as we say in the manifesto itself: “This practice does not coincide with our historical formulations, our practice and socialist conception. The PSOL has no vocation for exclusionary and antidemocratic processes.”
An anti-democratic method at the service of an incorrect policy.
As we have been saying in previous articles and statements, in the PSOL there is a deep debate on the political orientation in the face of the current situation, but which has a strategic character since what is under discussion is the independent, socialist and anti-capitalist character of the founding program of the party. The current majority leadership, which has important referents such as the last presidential candidate Guilherme Boulos, the mayor of Belém do Pará, Edmilson Rodrigues, among other parliamentarians, has been insisting on the policy of what they call, “re-founding the PSOL”. This re-foundation means making a 180º turn in the program to transform it into one that expresses the conciliation of classes and the conformation of Broad Fronts as a strategy.
This is what has been expressed in the last resolutions that marked the electoral policy of last year in the municipal elections, and what is expressed in the last political resolution of the conjuncture where the convocation of a Table of Permanent Dialogue with the parties of the “field of the left” (PT, PCdoB, PDT, PSB, among others) is defined. One of the purposes of such Table will be “to initiate a debate on a program for Brazil based on the accumulation of each party around five major axes: role of the State; concrete measures to reduce social inequality; new socioeconomic and environmental model with social justice; combination of representative democracy with direct democracy; proactive international relations with defense of national sovereignty”. Although it is legitimate for each party to present names it considers viable to embody a common project, this cannot be an obstacle to the frank discussion of the projects.
The proposal of the current majority leadership is to build a political alternative for Brazil that expresses a program to respond to specific government issues. In other words, they are proposing that we build a political unity with the objective of governing with those who governed the country for a decade and govern states today at the service of capital and the profit of the 1%.
This is the axis of the discussion and it is what is behind the call to Congress now and that is why we are absolutely against it. With the policy of the majority leadership, the PSOL is getting closer to Lula and the PT, following that political leadership that is responsible for stopping the current struggles against the Bolsonaro government, calling to wait until the presidential elections of 2022, placing “Lula president” as the central axis of all its policy.
The anti-democratic method put into practice by the leadership, in service of its mistaken and liquidationist political orientation of the PSOL, must be confronted with the greatest force of unity of all the currents of the socialist left that we are part of the party, and also by all the great independent militancy that defends a democratic and socialist PSOL. That is the raison d’être of the Manifesto and the other measures that may arise in the future.

We, the currents and militants who sign below, strongly oppose the holding of the VII Congress of the PSOL. At this moment of aggravation of the health crisis and collapse of the health system, with many cities on the verge of chaos, it is irresponsible to approve the holding of the Party Congress. The main trend is that this situation will not be resolved in the short/medium term, given the clear insufficiency of vaccination in the country. Our Party has become a reference for its coherence and combativeness in confronting Covid-19. We are also in the front line in the defense of the lives of health professionals, fighting for decent working and education conditions, fighting in all spaces so that face-to-face lessons do not return. We are also the main national reference in the struggle for a dignified emergency aid that guarantees the necessary measures of social isolation.
Last year, precisely on March 30, 2020, when the National Directorate of the Party deliberated the postponement of the congress, the pandemic was still in its infancy. One of the reasons for the decision was to continue to respect the recommendations of the WHO and national and international health authorities on social isolation to prevent the spread of the virus.
In that period, between March 30 and April 2, the number of deaths in Brazil reached a mark of 23 to 84 deaths per day. And we made the decision to postpone it, which turned out to be the right one. It so happens that the number of deaths from Covid-19 in Brazil has grown alarmingly and in the last days of March reached an average of 3,000 deaths per day, a figure that is underestimated. A dramatic situation that worsens every day with the attitudes, whose effects are disastrous, Bolsonaro’s government and its Ministry of Health.
Our country is the first in the world in the number of deaths due to Covid-19. Vaccination occurs slowly and unpredictably. Our number one party banner is the fight for social isolation, for the widespread vaccination of the Brazilian people to block this disease and for social aid measures to ensure the survival of the poorest. Holding a congress at a time when the pandemic has increased the number of deaths in the country, breaking daily records, expresses a great contradiction with what we have defended in the fight against denialism and in the struggle for compliance with the guidelines of national and international authorities and the WHO. If the number of deaths left the tens in March 2020 and increased to thousands in March 2021, what will be our public argument for the holding of the Congress?
Holding a party congress may cause demoralization of our positions in defense of social distancing, and may confuse us with the naysayers who provoke agglomerations putting the lives of our people at risk. Let us not forget that even with the proposal that the debate be virtual, a congress implies the mobilization of party militants who will agglomerate throughout the country to vote, supervise and organize the voting. The PSOL is a party that is present in the most diverse regions of the country and the conditions of access to adequate health measures are very unequal, with many differences between large urban centers and smaller cities. We defend the postponement of the Congress, combined with the vaccination of the majority of the population.
ON VIRTUAL DEBATE AND DIGITAL EXCLUSION
We are against the exclusively virtual congress, because first of all it deprives the militancy of its participation. According to PNAD 2018 data, one in four Brazilians does not have access to Internet connection. It is a contradiction with our program, our historical banners, a congressional process that makes impossible the participation of sectors historically marginalized by digital exclusion. We refer especially to the sectors that make up our party and are unemployed, homeless, landless, precarious and all other sectors in a state of extreme vulnerability of our class.
A congress with only virtual debates means excluding all these sectors from the party debates, promoting a process of depoliticization, where people vote without the objective conditions to participate in the debates, intensifying a personalist logic, as happened in the PEDs of the Workers Party. This practice does not coincide with our historical formulations, our practice and socialist conception. The PSOL has no vocation for exclusionary and anti-democratic processes.
We know that the sectors that entered the party after the last congress are not represented in the organs of the party. However, this demand cannot annul the serious health problems that our class is going through. We know that it is a political problem that can and must be overcome with emergency measures, such as including these sectors in the current instances of the party, with the right to voice, vote and objective conditions to contribute to the construction of the party, until we can hold the VII Congress of the PSOL in adequate health conditions.
