The International Socialist League, together with comrades from Panama, has been monitoring and analyzing the acute crisis in Panama. The workers’ and popular movement spent almost three months mobilizing against pension cuts of the Social Security Fund. This claim was combined, to a lesser extent, with the rejection of the handover of Mulino to Trump in the perspective of the return of American troops to the Canal, as well as with the ecological and anti-imperialist battle against mining and the Indian River reservoirs
A colossal mass movement, and a leadership that did not pass the test
The leadership (especially the National Liberation Movement-MLN- left-wing Torrijismo and Castro-Stalinism), on the cusp of the rise that had a semi-insurrectional character, refused to raise the slogan ¡Out with Mulino! The trade unionist vocation of the leaderships was limited to the issue of pension reform and generated the gradual dispersion and weakening of the movement. They did not aim to convene and form a united front and a single plan of struggle, so they did not create conditions for the movement towards a general strike to triumph.
Consequently, today we are facing a partial defeat, the mass movement is on the defensive, a situation in which it is imposed as a first-order task to agree and preserve the fighting sectors. So, beyond any discrepancy regarding the balance of the day, the broadest unity of action in this regard is imposed.
At the same time, another very necessary task is to establish a debate and constructive dialogue with the Panamanian fighting vanguard, in order to draw lessons of this workers’ and popular feat, to overcome mistakes and gross limitations such as those indicated, in order to regroup and reorganize the continuity of the struggles.
Mulino has “clay feet”
We are not pessimistic at all. There are various possibilities on the horizon to prepare for revenge, based on the combativeness and traditions that the Panamanian people and the working class gather. It should be emphasized that Mulino’s government and its offensive have clay feet. The enormous discontent has not ceased, on the contrary, it has increased to the maximum. Panama is a pressure cooker.
Mulino’s unpopularity is monumental. The newspaper El Siglo, before the great days of struggle, reports: “According to the Vea Panama survey of The Star of Panama, conducted (in the month of March) by Prodigious Consulting, the opinions of 1,514 people in 8 provinces of the country were collected, with a margin of error of 2.5%. 67.9% of Panamanians surveyed rate President Mulino’s management as “Regularly Bad”, “Bad” or “Very Bad”. The perception of his performance has been worsening throughout his tenure. In the first 100 days, the negative image reached 16%, while in January 2025 this percentage rose to 39.5%. Currently, almost 7 out of 10 Panamanians share this opinion.”[i]
Likewise, the anti-worker and pro-anarchist agenda of the Martinelli Group business mafia, which Mulino represents, is far from being imposed. He is pending the battle for sovereignty in the face of Trump’s threats and the fight against the mine and the reservoirs.
The campaign is moving forward internationally
We call to redouble the campaign. Next, we make a first report of the campaign we are promoting. Hundreds of signatures have already been collected, as well as videos. Delegations and sit-ins will also be organized to the embassies of each country where the ISL is, which we will be informing on our page.
